Mission
To support a fair and consistent selection process through impartial review and scoring of eligible applications.

Authority
The Panel serves as the application-review body for the Coaching Advancement programs and grants. Panel members review and score assigned applications but do not recommend recipients, select recipients, establish award amounts, or make final award decisions.

Purpose
The Panel provides the Coaching Advancement Committee with consistent and impartial application scores produced through the approved review process.

Responsibilities
Panel members will review assigned applications, score applications using the approved rubric, complete reviews by established deadlines, disclose actual or potential conflicts of interest, follow reviewer guidance and approved procedures, maintain confidentiality, and submit completed scores through the approved system.

Panel members will not make award recommendations, select recipients, vote on final scholarship decisions, establish eligibility criteria or award amounts, contact applicants, or share scores or deliberations outside the approved process.

Qualifications
Panel members must maintain current NSCA membership, be able to evaluate applications objectively, comply with confidentiality and conflict-of-interest requirements, and complete assigned reviews accurately and by established deadlines.

Collectively, the Panel should possess experience in strength and conditioning, higher education, student mentorship, application review, and evaluating academic, professional, leadership, and service accomplishments. No individual member is required to possess every qualification.

Meetings and Administrative Voting
The Panel will meet as necessary to receive orientation, discuss procedures, address general review questions, or complete other assigned administrative work. The Panel does not vote on scholarship recipients. For administrative matters, the general quorum and voting requirements in Part I apply.

Eligibility Restrictions
Panel members and their immediate family members may not apply for an NSCA Foundation scholarship during the member’s service. Panel members may not write recommendation letters.
